Bright Water Tennis Rules & Regulations

NOTE: All the board-approved rules and regulations posted here must be complied with going forward from Winter 2003 season. Failure to do so may result in loss of tennis privileges.

Tennis Courts
Hours of Operation
Hours for tennis court usage are from 7:00 a.m. to 11:00 p.m. daily.
Registration
- Courts are available on a first-come, first-served basis.
- Courts may be signed up only 48 hours in advance. Only one court per family may be signed up.
- Play should be limited to one and one-half hours. If no one is waiting to use the court, play may continue. Be sure to always sign up before you begin to play. Court will be forfeited if play has not begun within 15 minutes of start time.
- Prime time (adults only, 18 years and older) will be from 7:00 p.m. to 11:00 p.m. A child may play with an adult during prime time.
- If no adult is present, children may use the court during the Prime times, but must surrender the court if a group of adults wish to play.
Regulations
- Only flat sole tennis shoes may be worn on the court. No black sole shoes allowed.
- Metal rackets should have guards for protection of court surfaces.
- Players must exhibit proper sportsmanship, i.e., no throwing of rackets and no profanity.
- No one other than the actual players may be inside the fenced area. Those waiting to play, spectators and children must stay outside the fenced area.
- No pets, chairs, stools, furniture, baby strollers, playpens or baby beds are allowed inside the fenced area.
- No food, glass containers or beverages may be taken inside the fenced area, except water or sport drinks in non-breakable containers.
- Jumping and swinging on the nets and/or fence is prohibited.
- Place all trash in proper receptacles.
- No smoking inside the court fences.
- Children who are not playing tennis are not allowed on the court.
- Courts are for tennis only! Bikes, Skates or other activities are prohibited on the court.
Guest Privileges
- Guests are permitted, when accompanied by an association member, to utilize the tennis facilities at any time during normal tennis hours.
- Excessive use of the guest privileges will result in restriction of them. PLEASE BE CONSIDERATE
The only way these rules can be effective is for everyone to be fair and honest as well as courteous in the use of our courts. We encourage your cooperation.
Parents - Please be sure to go over these rules with your children so there will be no misunderstanding. Parents will be reponsible for any damage done by their children while on the court.
Tennis Teams
Bright Water Tennis Captain Responsibilities
- Tennis Committee approval required for any new tennis team. (USTA, Mixed, ALTA or Jr. Team) Tennis committee members can be located on the bright water web site. See team rules for further clarification.
- Practice day and time is determined by a lottery that is held every other year.
- A copy of the league-generated roster (with non-residents highlighted), the team schedule, and non-resident member dues ($35.00 per person/per team/per season) MUST be turned in to the Tennis Committee before the season starts. All outside member dues are required before the first official match. If dues are not paid, that player is not able to play any match. PLEASE NOTE: Failure to do any of the above by the first match date will result in forfeiture of practice time.
- If you need to schedule a make-up match for whatever the reason, please be sure you allow enough time to complete the match. It is the individual team’s responsibility to ensure an open court is available. An Alta/USTA match does have priority, but please do not sign up for courts already reserved.
- Notify Tennis Committee if your team is in the playoffs to request additional court time, if needed.
- Water coolers are available for home matches! Please contact a tennis committee member.
- All Ancillary Leagues (i.e. KSwiss, T2 etc) resident players must stay within 11/2 hours playing time regulation unless previous notification to Michelle Salinas of their schedules is completed, so that she will sign them up for a 2 hour segment. They in turn must inform their opponents of this time constraint and as per league rules play a tie breaker instead of a third set. Committee also requested whenever possible matches be scheduled during non prime time.
Match Day Responsibilities
- When unlocking the Pool gate, do not prop the gate open all the way. Place a brick or rock between the gate and fence for a small opening. We don’t want to invite unattended children into the pool area.
- Empty Tidi-Court trashcans on each court after final match is completed. Dispose properly of used tennis balls.
- Pick up all trash around picnic tables.
- Empty all trashcans on match day and practice day if necessary, and tie up trash bags and place in large trash containers beside the bike rack. Extra trash bags should be under the trash bag in the cans. If not please notify property manager or tennis committee member.
- Empty trash in both bathrooms and check that sinks and toilets are clean. If supplies are needed, please replace them. Lock both pool bathrooms.
- Return all chairs to pool and lock pool gate.
- Turn off all lights.
Junior Rules
Because ALTA/USTA rulings force juniors to move up with age, the committee has established the following rules:
- Minimum Full number for Junior will be 12 (fewer than required for adult teams, as only 6 juniors play each week).
- The team that has the majority of BrightWater-resident returning players is considered the existing team when part of a team “moves up” because of age. If there should be an equal number of returnees on both teams, then the team that “moves up” is considered the existing team. The other team will be considered the “new” team and must get board/committee approval.
- Each child, already on an existing team, will be allowed to move up with the team if the child so desires.
Team Rules
The Bright Water Tennis Committee, with the approval of the HOA board has established the following regulations. These guidelines were instituted to ensure that Bright Water maintains a spirit of community tennis.
League
- Every league (defined as Men, Sunday Women, Thursday Women, Mixed Doubles, Seniors and Juniors) can have a maximum of 4 teams per league (this is considered full capacity).
- Each team must strictly adhere to the team composition rules listed below. Any team in violation of these rules will have their facilities privileges revoked immediately.
- New teams MUST give 60 days notice prior to roster due date, so that HOA board approval can be given.
Team Composition
Each team reserves the right to determine team size and makeup, as long as they are in full compliance with EACH individual team composition rule.
All adult teams must adhere to the 75/25 rule, whereby a minimum of 75% of a team roster MUST be comprised of current Bright Water residents in good standing.
- Bright Water maintains its no new non-resident policy for leagues that are at full capacity (currently ALTA Men and ALTA Mixed Doubles). Residents who sell their homes after the roster deadline may finish out the season; however for the following season they are considered new non-residents. In accordance with the above rule, they will surrender their spot on teams in full leagues, or move to the non- resident category in other leagues as along as the team can maintain the 75/25 resident to non-resident balance.
- Any team consisting solely of residents can declare itself full when its roster is at 16 for leagues of three teams or less. Teams in leagues which are at full capacity (currently ALTA Men’s and ALTA Mixed Doubles), can never declare themselves full. The captain must notify the tennis committee in writing to be declared officially full, and is not permitted to add members after that point. The Tennis Committee will maintain a waiting list, and should the team fall under the prescribed limit, they must offer open spots to waiting list members first in order of time on list.
- A listing of all teams will be sent to the neighborhood via email and through the newsletter. Teams not declared full are required to offer a roster spot to any resident who plays within a 8 point value range of their final level (i.e.: B3 team range is A4 to C2), unless the player or players in question will raise their total team level by more than one based on the ALTA value chart .
Team Compliance
Although the Tennis Committee will send out reminders regarding the deadlines for the requirements listed below, it is the individual team captain’s responsibility to be aware of timeline, and respond accordingly within the set date parameters.
- Four weeks prior to open roster date, each team’s designated captain must inform the tennis committee of their intention to submit a team and the team’s ability to adhere to team composition guidelines (i.e. 75% residents). Two weeks prior to open roster date that captain must submit their proposed roster, which needs to include any deletions or additions to the previous season roster and designate all non-residents. This will become the teams approved roster, for submission to ALTA or USTA. Any changes to the approved roster that occur prior to league submission must be submitted to the Tennis Committee . Unapproved variations from this roster and the roster submitted may result in immediate revocation of facilities privileges.
- The Bright Water Tennis Committee will consider exceptions for teams who without the addition of non-residents will be unable to make the appropriate leagues roster number or who are in danger of forfeiting matches due to inadequate roster size. These teams are encouraged to act expediently when asking for an exception and completing the required checklist. Every team requesting an exception will have to demonstrate a concerted effort to fill existing vacancies with residents. These exceptions will be on a per season basis, must be asked for in writing to the tennis committee, and must adhere to all checklist guidelines established by the tennis committee and approved by the HOA. Signoff signatures from the team captain and from the committee on the checklist are required.
Team Regulations
- Issues that are not dictated by the Tennis Committee but are left to a vote should be voted on by the entire team, and any member who cannot be present should be called for his/her vote. Whether non-residents are counted in the vote is each team’s decision. Active participation is required of all resident team members either via phone or email so that all are aware of any changes the team chooses to make.
If problems arise, please immediately contact the Tennis Committee.
- If at the beginning of a match, if a 3 rd court is available for the time needed to play a match, then the team may sign up for that court. The 3 rd court MAY NOT be signed up prior to the beginning of the first match. It should also be clear that the team match must be completed before any other previously scheduled play is reserved. The only exception to this rule will be for Juniors. They will have 3 courts blocked off for all of their matches in order to complete play more quickly.
- If you have a rainout, YOU are responsible to sign up for a make-up match. Only one court per match may be reserved. Please understand that other people may play next to you during your match.
- If a team should split into 2 teams, the team with the majority of returning Bright Water players will be considered the existing team. If there are an equal number of returnees on both teams, then the team that “moves up” is considered the existing team. This rule applies to both Juniors and Adults. Any player already on the team has the right to move up with the team or choose to go with another team.
- Bright Water players and spectators need to be aware that we represent our community to others, and good sportsmanship is expected.
- Non-resident team players are only permitted to use the courts on practice day and match day. Visiting teams, their spectators and their children are NOT authorized to use the swim facilities at Bright Water.

Practice-Time Lottery
Practice times will be determined for a two-year term: One drawing for Spring and Fall seasons and one drawing for Summer and Winter seasons. The first lottery (held on October 1st) will not be in effect until Spring 2004 and will run through Winter season 2005. The next lottery would be held in Oct. 2005 for the years 2006-2007.
